Comprehensive Plan Update

West Norriton Township is updating its comprehensive plan. The plan provides a vision and implementation framework for the township’s development over the next 20 years. 

Comprehensive plan components should convey a clear strategy for residential, recreational, agricultural, open space, commercial, industrial, resource extraction and institutional uses as well as the necessary infrastructure to serve development as planned. In recognition of the truism that “one size does not fit all” these following plan components represent a benchmark for comprehensive plans developed under the MPC. Some components or elements may not be appropriate in a given community, while other elements may require more detail and need considerable more attention in another community.

A comprehensive plan has three parts – community goals and objectives, technical background studies and various other plans commonly called functional plans. A comprehensive plan paves the way for preparation of these so called functional plans, which contain more detail.

The Plan

West Norriton 2050 is the township’s long-range plan, establishing goals for the community in the years to come. The plan addresses future growth and development and establishes policies and guidelines to implement the township’s goals. The plan provides suggested changes to the subdivision and land development ordinance and the zoning ordinance, and it offers support for grant applications and the township’s capital improvement programs organized around four main topic areas:

  • Housing & Neighborhoods
  • Green Space & Sustainability
  • Economic Development
  • Transportation

Each has its own report with background information that supports the plan’s goals. Input from the public, the steering committee, township staff and elected officials, and Montgomery County Planning Commission also inform the goals, strategies, and prioritization. The goals and strategies are outlined in the implementation reports, included after this introduction. The population and land use reports provide additional background information about demographic and land use trends, and include a future land use map to illustrate the township’s land use vision.
