Use the form below to report non-emergency suspected illicit discharges. An illicit (illegal) discharge is any discharge to a municipal storm sewer system (storm drains, pipes, and ditches) that is not composed entirely of stormwater. Your report will be investigated, and, if necessary, appropriate action will be taken to mitigate or eliminate the discharge. 


Illicit Discharge Report

Examples of illicit discharges include:

  • Laundry wastewater/detergent
  • Improper waste oil disposal/auto fluids flushing
  • Home improvement waste (e.g., concrete, paint)
  • Pesticides and fertilizers
  • Improper disposal of commercial and industrial hazardous waste
  • Pool/spa discharge
  • Cooking grease/household waste
  • Septic tank seepage/illegal sanitary connections

Signs of a potential illicit discharge include:

  • Flowing water in a pipe/ditch when there has been no recent rainfall
  • Visible sewage waste or other substances
  • Discoloration
  • Foul odor
  • Suds
  • Other evidence of contamination
